A graduate in Mechanical Engineering from the University of Southern California, and with over 35 years of diversified experience as an executive and projects manager, as well as business development.
He started his career with Dresser Industries in the USA, and later as its Manager for MENA and South Asia, serving the Power Generation, Nuclear, Oil refining, and Chemical Processing industries.
He was the engineer on the first Hydraulic Power Recovery Unit installed in the Middle East at KOC’s Mina Al Ahmadi Refinery in Kuwait with Japan Gas Corporation. This success was duplicated in Seo San Korea for Kukdong Oil Co and JGC, and again in Taiwan’s Kaohsiung refinery for Chinese Petroleum Co and Badgers Engineers Inc. His clients included Exxon, Chevron, Amoco, Mobil, Texaco, Union Oil, Shell, Conoco, Arco; as well as Parsons, C.F. Braun, Fluor.
He extensively worked in the Middle East in the Electro-Mechanical field, catering to the design, execution and O&M of Water & Waste Water Pumping Stations, Treatment and Desalination Plants. In the 90’s, he actively contributed to the post-war reconstruction programs of the infrastructure in Lebanon.
Rafic served as COO of a New York Publicly listed company, targeting Alternative Energy, Oil and GAS E&P, and Power Development projects. He negotiated a 450 MW Gas operated CCGT Power Project in Asia, and was instrumental in the approval of ECA funding of a 700MW power project as well as a Gas Pipeline in the MENA region.
Throughout his career, he assumed an advisory role to various mega energy & infrastructure projects and possesses good technical and financial knowledge with respect to PPP / IPP programs, PPA’s, as well as profit structure and financing of Energy Projects.
